The IRS operates on a pendulum system. At the far left, IRS aggressively enforces assessment and collection of taxes until screams from the tax paying public arouse the interest of Congress. The pendulum then starts swinging to the far right where IRS gives away the store. Recently activity in the collections and audit division has been relatively low.
